Clara Ugarte Perrin, a native of Lima, Peru, brings over two decades of international experience in Latin America, the Caribbean, and the United States. As a first-generation immigrant, she is dedicated to driving social change. Her personal journey is marked by advocating for communities and a commitment to making a global impact.
With extensive background in working with governments, multilateral organizations, and the private sector, Clara is dedicated to connecting, listening, and amplifying diverse voices. As an integral member of COPAL, she leverages the power of impact-driven communications to shape inspiring narratives and drive action, and specializes in crafting strategies for economic, social, environmental, and racial justice, with a strong emphasis on empowering women and supporting Latine communities.
Beyond her professional life, Clara serves as a Board Member of the Minnesota Council on Latino Affairs, representing Congressional District 5. She also serves on the Board of the United Nations Association of Minnesota and holds a significant role as a Communications Lead for the U.S. APEC 2023 (Asia-Pacific Economic Cooperation).
Clara’s journey to Minnesota began when she decided to pursue a master’s degree in
international business. Leaving her family behind to seek a better future, she faced the challenges of adapting to a new culture, language, and norms. Despite these hurdles, Clara found a sense of belonging and love in Minnesota, where she built a family and established a thriving career in social impact communications.
Clara lives by the mantra “Anything is possible,” demonstrating the transformative power of resilience, determination, and self-belief in achieving one’s aspirations. She advocates for access to opportunities and the fundamental right to a better life for all, echoing the values that have shaped her own story.
